The European Union, influenced by Washington and London to impose a one-sided ban on the LTTE directed the Norwegian-brokered peace process into a genocidal end in 200. The EU is now backing Colombo's ministries that engage in full-fledged structural genocide against Eezham Tamils, complain Tamil fishermen. The EU removed its import restrictions on Colombo’s fish exports citing Colombo’s Ministry of Fisheries ‘improving’ its legal framework, sanctions on illegal fishing etc. In the meantime, the same SL ministry has increased its activities against the Tamil fishing industry in the occupied North-East. A number of public servants in the sector serving the people since the times during the war are now being demoted or transferred. Local Tamil fishermen are being harassed with ‘lawsuits’ while intruding Sinhala fishing companies and fishermen have occupied the coastal stretch of Vanni.

While the northern coast including the islets off Jaffna are occupied by the SL Navy under various pretexts and the coastal villages such as Mayiliddi are being permanently seized by Colombo, all the community-based ‘Paadu’s from Kaddaik-kaadu in Vadamaraadchi East to Mukaththuvaaram situated at the mouth of Kokku'laay lagoon in Mullaiththeevu, have been seized by fishing companies and fishermen from South brought through the ‘Ministry of Fisheries and Aquatic Resources Development’ working with the SL military and SL Police.

While there is much focus on illegal trawlers destroying the livelihood of fishermen in the North, Colombo's ministry has brought more than 12 big companies from South and hundreds of Sinhalese fishermen to exploit the fishing sea-beds along the eastern coast of Vanni.

While more than 1,000 fishing boats of fishermen from South are allowed to exploit the resources in Kokku'laay lagoon and in the seas off Mukaththuvaaram, Tamil fishermen who engage in Veechchu-valai fishing (nets thrown into shallow waters) at Kokkku'laay lagoon are facing lawsuits filed by the SL Ministry.

At the same time, the SL Fishing Ministry has found it uncomfortable to have experienced Eezham Tamil public servants in key positions in Jaffna, Ki'linochchi and Mullaiththeevu.

The Tamil public servants who have been serving the people during the times of war and its aftermath are facing demotions and transfers.

While the assistant directors in Jaffna and Mullaiththeevu are facing transfers, Mr Rasamanikam Raveendran in Ki'linochchi is facing demotion, complained fishing society representatives in Vanni.

The affairs of fishing industry should have been fully determined by the Northern Provincial Council. The EU, before giving ‘certificates’ to the genocidal system of Colombo should inspect the ground realities in the occupied country of Eezham Tamils, they further said.

Uprooted Tamil fisher families from Pa'l'li-munai in Mannaar city said they were encouraged by Mannaar District Judge Aseervatham Gracian Alex Raja, who categorically stated on Monday that the SL Survey Department should not be engaging in surveying the lands of the families while their cases were being heard by the courts. A special motion was moved on Monday at Mannaar District Court as Divisional Secretary Subramaniyam Vasanthakumar told the families last month that he would be forced to take police action if they continued to protest against the Survey Department officials. Two surveying attempts were thwarted by the protesters last month.

After their last protest on 23 August, the Divisional Secretary gave a 14-day ultimatum to the protesting people and warned them that he would be forced to act against them on the grounds of causing disturbance to public officials from doing their work.

The sources close to Divisional Secretary in Mannaar said that Mr Vasanthakumar was under increased pressure from the SL Navy and the SL ministries in Colombo to blackmail the fishing families who were blocking the SL Survey Department officials from surveying the lands.

The coastal village of Pa'l'li-munai is located within the urban limits of Mannaar city.

The occupying Army of genocidal Sri Lanka (SLA) seized more than 25 houses and the fish market belonging to the poverty-stricken fishermen at the locality on 30 November 1990. SL Police was also deployed at Pa'l'li-munai since that time.

In 2000, Pa'l'limunai was brought under the SL Navy.

In 2013, the families chose to file cases against the SL Navy commanders and the SL Defence Secretary for refusing to release their lands.

Sinhala lawyers, representing the navy of the SL State, have been attempting to offer two crores of rupees as a ‘settlement fee’ and as ‘compensation’ to the 19 complainants and were asking the families to drop the cases.

However, the people have remained firm in their struggle for resettling in their own village.

Since January 2016, the occupying Sinhala military has been silently consolidating its temporary positions and camps into permanent structures.

The strategic part of the district, commanding both the Palk Bay and the Gulf of Mannaar as well as commanding the closest communication line with the Tamil Nadu coast, has become a hive of intense Sinhala militarisation and demographic changes in recent times.

Genocidal Sri Lanka’s Attorney General’s Department in Colombo has instructed the courts functioning in the occupied country of Eezham Tamils in the North and East of the island to send lawsuit related files on the cases filed under the so-called Prevention of Terrorism Act (PTA) to its office in Colombo in an attempt to further delay judgements coming from Tamil-speaking judges, informed legal sources in Vavuniyaa told TamilNet this week.

As a result of the transfer of case files, the cases coming for hearings in the courts in the North and East are being postponed.

The SL Attorney General’s Department has already been attempting to transfer the cases of Tamil political prisoners and the Prisoners of War to courts in the South as well as coming up with stronger and false accusations against the detainees.

In the meantime, informed Tamil political prisoners in Anuradhapura prison say their case files have not been sent to Colombo from Anuradhapura court, further verifying the intention of SL Attorney General’s Department in Colombo.

In the meantime, Tamil political prisoners have urged for a broader and reinvigorated struggle for their release with dignity.

The Tamil POWs and political prisoners also oppose the so-called ‘military’ rehabilitation.
